Kenya's agricultural MSMEs and farmer organisations are the connective tissue between smallholder farmers and the markets, finance, and services they need to grow. Yet for years, the country's Business Development Services (BDS) landscape has been fragmented: strong in activity, uneven in quality, and short on the evidence needed to prove what actually works. The AMEA Kenya Local Network is changing that, with a national roadmap and a catalytic moment designed to turn scattered support into measurable results.

A long-term vision, backed by a first implementation cycle

The newly published Manuel de vision du BDS du Kenya sets out a coordinated, standards-driven, market-led BDS ecosystem that enables agricultural MSMEs and farmer organisations to grow, create decent jobs, and improve the livelihoods of smallholder farmers and rural households. Developed by the AMEA Kenya Local Network in collaboration with public and private sector stakeholders, the Handbook reframes BDS as a performance pathway rather than training alone: diagnose, build capability, coach execution, broker finance and market linkages, track outcomes, and learn.

The roadmap rests on five interconnected pillars, from enabling policy and governance through to an Innovation and Cost-Share Financing Facility, all anchored by Kenya's adoption of ISO 18716 as the national standard KS 18716. A sixth workstream, the Kenya BDS Vision Awareness, Adoption and Ownership Campaign, is designed to make the Vision, the standard, and a shared set of indicators the default reference for how BDS is designed, procured, and delivered across the country.

The indicative 2026 to 2028 investment envelope is approximately USD 13.1 million, split between core system-building and adoption work and an Innovation and Cost-Share Facility built to help proven models scale.

The 2026 Catalytic Event: from training to traction

To launch this Vision, the AMEA Kenya Local Network is convening a national Catalytic Event in Q1 2026 under the theme Support that delivers, from training to traction. Over two days, the event will bring together market actors, financiers, input providers, BDS platforms, government, and development partners to:

• Launch the Kenya BDS Vision and KS/ISO 18716 as shared national anchors for quality and accountability.
• Sign the Nairobi Declaration on Performance BDS and Standards-Driven Enterprise Support.
• Recognise the first cohort of 85 certified blended BDS coaches.
• Close commitments through a structured Deal Room and publish a 90-day action plan.
• Launch the Kenya BDS Vision digital hub, bringing the Deal Room, tools, and partner recognition into one national home.

The event itself is a conversion engine as much as a convening: it is designed to mobilise the multi-year commitments needed to capitalise the Vision's implementation portfolios over 2026 to 2028.

This is what systemic change looks like in practice: a shared national standard, a coordinated roadmap, and a credible moment for government, private sector, and development partners to align around one direction. It is agriculture as the entry point, with a clear pathway to strengthen the wider MSME ecosystem over time.
